The Section 504 regulations bar discrimination against students with disabilities. It requires a school district to provide a "free appropriate public education" (FAPE) to all students and ensures that students will not be excluded from participation due to their disabilities.

In order to be eligible for a Section 504 Plan within a public school an individual must be determined by the 504 Team to meet the following three criteria: Does the student have a mental or physical impairment? Does the impairment substantially limit one or more of the following major life activities? Does the student require accommodations/related aids or services in a 504 plan?
